Underground City was run by Pandagames org and later Eric989 as well. One thing that set this city away from others of its time was that housing was free. Features of UGC were UG Spleef Arena, Skylight Heights, UG Mall, Underwater domes and its giant rock figure that watches its coasts. It had over forty residents.
